Small and Disadvantaged Business represents company level ownership certification issued by authorities including local, state, and federal governmental bodies. Certifications are intended for organizations that are at least 51% owned, operated, and controlled by socially and economically disadvantaged individuals or located within an underutilized business zone. Certification processes can include independent verification and auditing processes by various governing bodies, or in some cases consist of self-certification and registration through a database.
